Platt was born in Melbourne in 1915. He was educated at Melbourne Grammar School and the Royal Military College, Duntroon. He was commissioned into the Australian Army in 1936.

Platt served in World War II with the 2/1st Battalion, Royal Australian Regiment. He fought in the Middle East, North Africa, and Papua New Guinea. In 1943, he was promoted to lieutenant colonel and given command of the 2/1st Battalion. He led the battalion in the Battle of Buna-Gona.

After the war, Platt served in a variety of staff and command positions. In 1958, he was promoted to major general and appointed Chief of the General Staff. He served in this position until 1961.

In 1961, Platt was appointed Minister for Defence. He served in this position until 1966. During his time as Minister for Defence, Platt oversaw the of conscription and the deployment of Australian troops to Vietnam.

Platt retired from the army in 1966. He was appointed a Knight Grand Cross of the Order of the British Empire (GBE) in 1967. He was also appointed a Knight of the Order of St Michael and St George (KCMG) in 1972. Platt died in 2007.
